The Project


Solutions to our Monterey Bay region's transportation needs require a comprehensive planning effort that coordinates land use and transportation and develops an integrated, multi-modal transportation system. The Metropolitan Transportation Plan (MTP) and its Sustainable Community Strategy (SCS),collectively the Moving Forward Monterey Bay plan,contain specific public policies and strategies, as well as projects and programs aimed at meeting the diverse mobility needs of our growing and changing region.

As the federally designated Metropolitan Planning Organization (MPO) for the tri-county Monterey Bay area region, the Association of Monterey Bay Area Governments (AMBAG) is required to periodically adopt and submit an updated MTP.  The MTP is the mechanism used in California by MPOs to conduct long range (minimum of 20 years) transportation planning in their regions.

In order to evaluate various combinations of transportation and land use strategies that will lead to achieving the greenhouse gas emissions (GHG) targets established by California Air Resources Board (CARB) for the three-county region (0% increase by 2020 and a 5% reduction per capita by2035), AMBAG is working with the three county Regional Transportation Planning Agencies (RTPAs), local governments, key stakeholders, and the public to develop and evaluate a set of SCS alternative transportation and land use scenarios, using its upgraded transportation and land use modeling capabilities. A comparison of alternative scenarios will allow the AMBAG Board of Directors to select a preferred scenario that will form the basis for the Draft Moving Forward Monterey Bay plan.

From the spring to summer 2013, alternative scenarios were developed and evaluated in conjunction with two rounds of workshops and online interactive surveys.

The AMBAG Board of Directors selected a preferred land use and transportation scenario that will become the basis of the Moving Forward Monterey Bay plan and its Environmental Impact Report (EIR).

The Draft Moving Forward Monterey Bay plan (the Plan) and its EIR documents are currently being prepared. The Draft Plan and EIR are expected to be released in February 2014 for a public review period. The Final Plan and its EIR is scheduled to be adopted in June 2014.
